Any activity we do involving our natural environment directly or indirectly needs proper and timely evaluation to assess any damage that might have caused to the environment during the process. With the ever increasing demands for living and industrial space, conversion of natural land is happening at a very fast rate. It has been increasingly felt that all the developmental processes to comply on the environmental laws and policies and so there is huge demand for expert services from the builders, developers, manufacturers, institutions and governments to protect the environment.

 

Environmental Safeguard Policies are now considered essential tools to prevent and mitigate undue harm to people and their environment during the development process. Similarly, concurrent monitoring and evaluation of the restoration projects are also equally important to ensure their efficacy. When identifying and designing a developmental project, safeguards policies help assess the possible environmental and social risks and the impacts, both positive and negative, associated with a development intervention. During project implementation, safeguards policies help define measures and processes to effectively manage risks and enhance positive impacts. The process of applying safeguard policies can be an important opportunity for stakeholder engagement, enhancing the quality of project proposals and increasing ownership.

 

Most of the International Financing Institutions require mandatory application of safeguards policies to approve projects, and while protocols and formats vary, the issues considered are common. Environmental as well as social safeguard policies are now considered attributes of the support programs by International Financing Institutions to sustainable development. The aim of these policies is to avoid or, when avoidance is not possible, to minimize and mitigate adverse project impacts on the environment and affected people, and also to help grantees strengthen their own safeguard systems and develop the capacity to manage environmental risks.

Biodiversity conservation, sustainable natural resource management, pollution prevention and abatement, pesticide use and greenhouse gas emissions are considered key to the environmental safeguard policy considerations. Safeguard policies provide guidelines for International Financing Institutions and borrower in identifying, preparing, and implementing programs and projects. They also provide a mechanism for integrating environmental concerns into development decision-making.
